Erfahrungen mit Erpressungs-E-Mails in Österreich und Deutschland – Nachfolger der Nigeria-Connection-Betrugsmails
Die betrügerischen E-Mails a la Nigeria-Connection sind in letzter Zeit stark zurückgegangen. Dafür nahm die Zahl der Erpresser-E-Mails die letzten sechs Monate enorm zu.
Zusammenfassung der Betrügereien a la Nigeria-Connection
Über die Vorspielung falscher Tatsachen wird versucht, den angeschriebenen Personen Geld aus der Tasche zu ziehen. Dies wird „Vorschussbetrug“ genannt. Der Plot stellt sich oft folgendermaßen dar:
Ein enormes Vermögen wurde geerbt und/oder muss außer Landes gebracht werden. Dafür ist jedoch die Hilfe des Angeschriebenen notwendig, der dann großzügig mit einem Prozentsatz beteiligt wird. Das Opfer muss nur eine kleine Summe als Vorschusszahlungen für Anwalt, Schmiergeld oder sonstige Behördenzahlungen vorstrecken, danach können die Millionen transferiert werden. Von den geleisteten Vorschuss-Zahlungen sieht das Opfer jedoch meist nichts wieder.
Was ist nun eine Erpressungs-E-Mail? Der konkrete Fall
Ein typisch österreichisches Kleinunternehmen wandte sich an itEXPERsT. Hintergrund ist eine E-Mail mit einer versuchten Erpressung, nach dem Motto „Wir haben ihren Rechner gehackt, Sie gefilmt und senden die Videos an ihre Kontakte“. Freilich seien die Kontakte bekannt, da sich ja der Rechner im Zugriff des Angreifers befinde. Das könne man nur abwenden, indem man das nötige Kleingeld auf ein Bitcoin-Konto überweisen würde.
Seit gut einem halben Jahr sind derartige E-Mails im Umlauf und landen in mehreren Versionen, auf Deutsch und Englisch, in allen Postkästen.
Der konkrete E-Mail-Text:

In dieser E-Mail hat der Sender zwei fatale Fehler begangen. Diese zeigen offensichtlich, dass die behaupteten Tatsachen gelogen sind.
Erster Fehler: CVE-2018-10562
Die CVE-Nummer (Common Vulnerabilities and Exposures) bezieht sich auf eine Sicherheitslücke in einem Router der Marke Dasan GPON.
Dasan ist ein Unternehmen aus Südkorea. Hierzulande ist mir noch kein Exemplar dieses Routers untergekommen. Wenn im lokalen Netzwerk nun kein solcher Router existiert, gibt es auch keine Sicherheitslücke am Router im Netzwerk und somit kein Einfallstor. Ohne Einfallstor kein Hacker im System. Zumindest nicht auf diese Art und Weise, wie vom Absender der E-Mail behauptet wird.
Zweiter Fehler: Ungültiger Link der Videos in Erpressungs-E-Mail

Die beiden Links zu den Videos gehen in Leere. Muss ja auch, wenn es gar keine Videos gibt. Die Links öffnen das Mailprogramm, denn sie sind nur Links auf die eigene Mailadresse mit angehängten Zahlen nach der Domain.
D.h. es gibt auch keine Videos.
Fazit: Viel leichter kann es einem der Angreifer selten machen, den Wahrheitsgehalt nachzuprüfen.
Umgang der Behörden in Österreich und Deutschland mit Erpressungs-E-Mails
Nun kommt das Spannende. Wie gehen die Polizei-Behörden mit Erpresser-E-Mails um?
Österreichische Polizei und Erpressungs-E-Mails
In Österreich wollte ich selbst mehrere solcher Mails zur Anzeige bringen, da die E- Mails mich genervt haben. Nur wenn Erpressungen angezeigt werden, gehen sie auch in die Statistik ein. Häufen sich solche Fälle, wächst der Druck, eventuell auch international tätig zu werden. Und nur mit internationaler Hilfe können solche Betrüger gefasst werden.
Bei der lokalen Polizeiwache hieß es: Das sind versuchte Erpressungen und da ich nicht bezahlt habe, ist kein Schaden entstanden. Solche E-Mails ließen sich außerdem nicht zurückverfolgen, weil die IP-Adressen sich immer sofort ändern. Die Polizei kann in solch einem Fall nichts machen und von einer Anzeige rate man daher auch ab.
Deutsche Polizei und Erpressungs-E-Mails
In Deutschland werden solche Fälle jedoch aufgenommen. Und daher gibt es auch ein paar sehr interessante Vergleichswerte: Ca. 8% der Betroffenen bringen solche Fälle zur Anzeige. 16% der Betroffenen, die dies zur Anzeige bringen, haben aus Angst auch gezahlt. Das ist für die Erpresser eine positive Rücklaufquote von 1,3% aller versandten E-Mails. Dies ist um einige Potenzen „erfolgreicher“ als normale Spam-Mails.
Eine kleine Rechnung zeigt, wie rentabel diese Masche für die Sender ist. Bei konservativ geschätzten € 500,- Schweigegeld pro Fall (€ 393,- bis € 5000,-), sind das bei 100.000 versendeten Mails mit einer Rücklaufquote von 1,3% ein Erlös von € 650.000,-, steuerfrei!
Spannend kann es auch sein, wenn Behörden doch aktiv werden. In dem mir vorliegenden Fall wurden von der österreichischen Polizeibehörde Schritte unternommen.
Erpressungs-E-Mail und die Mailserver
Der Kunde bekam eine zweite versuchte Erpresser-E-Mail zugesandt. Diese sandte er per E-Mail weiter an den ermittelnden Polizeibeamten. In Österreich ist das organisatorisch dem Innenministerium unterstellt. Dieses stellt auch die Infrastruktur (E-Mail, Webseite) zur Verfügung.
Die E-Mail wurde vom Erpressungsopfer noch mit 
einigen Kommentaren versehen. Und prompt kam eine automatische Meldung des Mailservers des Innenministeriums zurück: Die E-Mail sei Spam und wird nicht zugestellt. Das ist recht bedauerlich und vielleicht ein Grund, die Spamfilterregeln des Innenministeriums zu überdenken.
Nun hoffte ich auf das Gute im Menschen und dass vielleicht jeder versucht, die Welt in seinem Bereich etwas besser zu gestalten. Daher war mein Ansinnen, zur IT-Freundlichkeit des Ministeriums beizutragen. Wie sollte man Erpresser-E-Mails an die Polizei übermitteln, wenn diese die E-Mail als Spam abweist?
Damit die IT-Abteilung vom Innenministerium über die Nichtannahme Bescheid weiß, rief ich dort an und schilderte den Fall. Ich war sofort mit der IT-Abteilung verbunden. Das war mehr, als ich erhofft hatte. Nun erwartete ich auch Verständnis, denn einem IT-ler sollten ja diese Themen nicht neu sein. Spamfilterung gehört zum täglichen Brot der IT.
Aber vergeblich. Es scheint, dass mein Gegenüber dies nicht als seinen Aufgabenbereich empfand. Er verwies mich leider an die allgemeine Abteilung „Bürgerdienst und Auskunftsstelle“ für Auskunft, Beratung, Beschwerden und Hilfestellung in Einzelfällen.
Ich zog für mich den Schluss, dass mein Versuch, die Welt am heutigen Tage etwas zu verbessern, gescheitert ist. Wenn selbst das IT-Personal nicht willig/fähig ist, Lösungen nachzugehen, habe ich für den Bürgerdienst wenig Hoffnung.
In Österreich gilt ja bis auf Weiteres: Strafanzeigen können nur in der Polizeistelle eingebracht werden.

Hier könnte man sich ein positives Beispiel an Deutschland nehmen, wo die Strafanzeige schon seit geraumer Zeit online gestellt werden kann.
